“I would prefer the program to initially start in the empty space in the lower level until we know that it will actually work,” Harris said.
In an email to Winnebago County Board members Monday, Harris said he doesn’t think all of the details of the program have been addressed.
“I fear that the board may think that the alternative program has been thought through and that it will happen quickly if an amendment is passed,” he said in the email. “We are way ahead of ourselves on this program.
